  3. Add the potato starch to the mashed potatoes and mix until well combined. Gradually add water and knead until a smooth, soft dough forms.
  4. Shape the dough into bite-sized pieces as desired.
  5. Bring a pot of water to a boil and add the potato noodles. Cook for about 5 minutes, or until the noodle bites float to the surface, then remove and drain.
  6. In a heatproof bowl, combine chili powder, minced garlic, sesame seeds, and chopped scallions.
